hmm ok, could you be more specific, which version of max do you have, does it need to be animated, etc?

Uhm.. i don't really see the relation between having something animated and the version of max you have, but maybe that's not what you mean.
If you don't need it to move i would just poly model it, maybe try the cloth modifier on it too, see the max tutorials/reference for more info, or google. We also have a basic cloth tutorial on this site, but it doesn't cover characters.

Alright, well, do you need anyone to wear it or not? I think i would just start of with a box, extrude, cut and refine that, around the shape of the body, and then add some details to it of course, and don't forget about symmetry, because clothes are almost always symmetrical in some way, so the symmetry modifier is your friend .

Well, if you want a quick (and maybe a bit dirty) solution, select the mesh of the character where you want the blazer to be, so basically his torso and arms, and then copy that mesh, now apply a push modifier to move it out a bit.

Of course you still have the shape of the character, so try the relax modifier to smoothen that out a bit, to finish off apply an edit poly modifier to add details and make fixes, finally you can add a shell modifier to add thickness.
