please do tutor on this or xplain it

i don't know if its been created in AE or not,suggesting AE tip might not fit in here
but since this forum is very welcome for my topics
i like to ask here
this is the xample pic

right now i 'm into making this kind of graphic
but i wanna make some graphics gradually appear like particleflow trick in 3d max,you get the picture?( growing plants )
still puzzled here
so please shed some light for me

Hey man. Looking at that pic I'm pretty sure it was constructed in a vector based package like Adobe Illustrator with possibly post in Photoshop. Max isn't very well suited to 2D animation in my limited experience; if you want to do 2D animated web content Flash is the way to go. Grab a second opinion though.

that image is definately a an adobe illustrator or vector base graphics papplication that was devceloped using layers and outline tool, there are many tutorials on how to recreate retro funk type images
